The town?
This town is locked at begining, as you cant select it on start. But you can capture it and have best creatures in game. For example lvl1 in this town will have stats like lvl 2.
Also you can recruit super heroes only in this town.

It's bosses town and you can't start with it, but you can capture it. Their heroes are special and does not have morale penalty while there is more then a 3 creatures from different towns. I don't think that recruiting them 1nce a month is a good idea.

no you will be able to recruit super heroes once a month, normal neutral heroes will be available whole time(and i think that they will have morale penalty when they have non neutral creatures in army)

Yep, its creatures should be overpowered and it should be defended by 8 lvl creatures. This town should has special building as well - to-8-lvl upgrader

Well then we got to make the growth like this:

3,7 for the first
2,8 for the second
2,4 for the third
1,9 for the fourth
1,5 for the fifth
1,0 for the sixth
0,3 for the last

and make the cost 90% higher?

They can be even cheap, its not a starting town!
The town will be well guarded and i cant understand why it has to be balanced!

This town seems really cool, but what if it's a random map and the computer puts one of them really close to your enemies with a super weak guard or something confused

Idea Hey, maybe they just don't appear at random maps!

This town never has a weak guard. Weakest guard of this town could be defeated 3 weeks after starting a game and hardest could be defeated 3 years after starting a game(I mean in-game time).
