Allrighty then. Few tips and suggestions from me, and a rewamp of Hill Keep.
First of all, drop those half baked ideas(boss upgrades and other crap) and those two other towns. While Barrow seems to have an interesting concept, but I think that there's no need for a second undead faction.

Now for the town. Persian theme is ok, but IMO lizards must be more primordial. Aztec like or based on african tribes. Some dinosaurs would be nice. Moving on.
Hero classes.
Tracker for might and Witch-doctor for magic.
Tracker has increased scouting radius and can see the exact number of enemy forces instead of "few" "lots" etc.
All witch doctors start with a first aid tent, and has a new skill- Shamanism. Shamanism basicly is a mix of mysticysm and sorcery. Avaivable only to witch doctor class.

The town's creature lineup(will come later)

I guess that they can't use mysticysm and sorcery then, it looks like another half-baked idea with need of programmer in here ;-)

Good ideas anyway.

Is it just town or town + campaign/somewhat stuff?

From beginning of june i am studing h3:wog modding (imo Im am quite decent already (I know most of the basics), but i still have lots of things to learn).

Imo. it's too similiar to fortress lizard,

btw. I don't think that we should change town style, town with aztec or african tribe will be too similiar to fortress. I prefer to make a completly new lizard (that is not similiar to fortress one, and is more similiar to varanus)

Right it reminds basilisk, but it's creature that live on earth (one of most dangerous animals), nad i though to make a humanoidal version of it (Varanusmen?).

One of the units i have in mind is based on Claw Viper unit from Diablo2. The varanus could be a tier 4 unit with a poisonous bite.

NO~! our town is already too similiar to fortress, adding a creature that is similiar to basilisk and is 4 lvl too is stupid imo.
btw. Could you add a claw viper photo? i haven't seen it.

Too lazy to find it. Did made a concept of it to fit HoMM. You can find it in HC's possible creature thread.

The lineup I have in mind:
Tier 1
Skirmisher-> Javelineer.
Basically a skink like unit, bears resemblance to Sphenodon Punctatus. Upgraded becomes ranged.
Tier 2
Hunter-> Stalker
typical fortress lizardmen. Tribalised.
Tier 3
Brute-> Lizard Ogre
Bulky varanus or Deynonychus like foot soldier.
Tier 4
Sage-> Oracle
A warhammer like fat toad on a floating chair. Can cast bloodlust.
Tier 5
Claw Viper-> Pit Viper
[del]based[/del] ripped from Diablo 2
Tier 6
Pterodax-> Pterodax Alpha
a pteranodon based flying reptile.
Tier 7
either a tyranosaurus style reptile or some sort of dragon. Or a behemoth like reptile.

The lizards rebeling against Fortress makes no sense, as lizards run the place and Tatalia's king is a lizard.
Here's mine campaign story

It is said that on an distant jungle island surounded by wast reefs and protected by heavy storms an ancient reptilian civilization by the name of Saurudun lives. These were only just legends, until a map was found in Bracada's library. But before it coud been closely examined, it was stolen. The thief was caught, but he didn't had the map. Before he died he said that he made three copies and then burned the original. The copies went to Erathia, Krewlod and Tatalia.
Tatalian lizards believe that Saurudun are a remnant of their ancestors that stayed behind, instead of fledding the jungle and settling in the swamps. Witch Agrian and beastmaster Gordok lead the Tatalian expeditionary forces.
Kilgor, blinded by the legends of a city built from gold and their immense riches, sent a brave barbarian Jorgnur and his tribe to raze and rob the ancient cities.
Humiliated and now a laughing stock of Erathia, General Kendal gathers his troops and along with his liutenant Demian set sails to the isle, hoping to bring back ships full of gold, thus cleaning his name.
During the time of the three expeditions' arrival, some hibernating Kreegan forces awaken near a Volcano of Scorched Vale.
